В Москве состоялись ежегодные переговоры между представителями Росрыболовства и Хоккайдской ассоциации рыбопромышленников. Переговоры прошли в рамках соглашения, подписанного в 1981 году между Министерством рыбного хозяйства СССР и вышеупомянутой ассоциацией острова Хоккайдо. На встрече были определены новые условия добычи ламинарии в районе Курил. 

Согласно соглашению, Япония в этом году выплатит России 90,5 млн иен ($830 тысяч) за право добычи морской капусты в области Курильских островов. Обозначен объем промысла – он не должен превышать 3892 тонны сырья. Более того, в целях научных исследований в районе промысла Япония планирует предоставить российской стороне оборудование стоимостью 3,5 млн иен. Все полученные средства будут направлены на финансирование промысловых и исследовательских проектов на Южных Курилах.

Помимо объема промысловых работ в соглашении определены сроки промысла (с 1 июня по 30 сентября 2017 года) и количество японских лодок, одновременно участвующих в добыче (не более 240 единиц).
