По совокупности различных оценок и исследований было установлено, что в настоящее время в России происходит очевидный отток кадров за границу. Более полутора миллионов высококвалифицированных и конкурентоспособных россиян, имеющих одно и более высшее профессиональное образование, живут и трудятся в более экономически развитых странах зарубежья. 

Вице-премьер РФ Ольга Голодец обеспокоена этой «опасной тенденцией». По ее словам, проблема состоит в том, что Россия и ее экономическое состояние не в состоянии пока в полной мере обеспечить российских специалистов конкурентными условиями труда с хорошей зарплатой и возможностью профессионального роста. Страны с более высокими уровнями жизни и доходами более привлекательны для жизни и труда, чем Россия, где дешевый труд большого количества мигрантов негативно влияет на общий уровень заработной платы в России. Решением проблемы Голодец видит обеспечение отечественных специалистов достойными условиями и высокой оплатой труда.
